MANILA, Philippines — Cloudy skies with light rains are expected over Luzon on Tuesday as the northeast monsoon or amihan weakens, the state weather bureau said. According to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa), the monsoon’s effect has already diminished, affecting only most of Luzon today. “We have also observed that in the coming days, the effects of the northeast monsoon may further weaken in our country,” Pagasa weather specialist Veronica Torres said.
