MANILA, Philippines — Fire Chief Supt. Wilberto Rico Neil Ang Kwan Tiu has been appointed the Bureau of Fire Protection (BFP) officer-in-charge (OIC), Interior and Local Government Jonvic Remulla confirmed on Tuesday. “He’s a capable OIC,” Remulla told the Inquirer in a text message.
