Former DOH official fired after exposing alleged irregularities in mobile care facilities

MANILA, Philippines — A former Department of Health (DOH) undersecretary alleged that the agency removed him from his post for “advocating for an upgraded Mobile Primary Care Facility (MPCF).” In a letter obtained by The Manila Times on Wednesday, Dr. Greg Murillo, undersecretary of Health for Mindanao, wrote to President Ferdinand Marcos Jr., stating that only 25 percent of the MPCF distributed in 83 provinces under Health Secretary Ted Herbosa were functional. “Findings in the report indicate that only 25 percent of the distributed MPCFs are functional or capable of providing the intended clinical laboratory, diagnostic, and imaging services, highlighting a deeply concerning level of inefficiency, wasted resources, and unmet health care needs among the Filipino people,” the statement reads. Despite these concerns, Herbosa allegedly approved the Terms of Reference (TOR) without incorporating necessary upgrades—even after being made aware of the reported deficiencies. On March 6, a graft complaint was filed by “concerned DOH employees” against Herbosa over the rigging of the procurement of the MPCF, which is worth over P1.8 billion. The Manila Times reached out to the DOH for a comment but has yet to respond as of posting time.
