While Lebanon demonstrates notable competence in distributing humanitarian aid, coordinating with international institutions, and mitigating social fragmentation, Mr. Mhanna explains, it remains structurally incapable of exercising political sovereignty over armed non-state actors, particularly Hezbollah. This undermines both internal legitimacy and international credibility.
