MANILA, Philippines — A passenger-cargo vessel caught fire off the coastal waters of Quezon province due to an electrical short circuit, the Philippine Coast Guard (PCG) said on Friday. The fire involving MV Monreal occurred one nautical mile away from San Andres town on Wednesday, but it was properly contained.
