MANILA, Philippines — The Commission on Elections’ (Comelec) decision to uphold its ruling canceling the registration of the Duterte Youth party-list affirms that the party-list system must serve “genuine sectoral representation, not the political interests of dynasties,” according to the Makabayan bloc of the House of Representatives.  In a joint statement, ACT Teachers Rep.
