MANILA, Philippines — A low-pressure area (LPA) and the southwest monsoon, or habagat, will bring rains to parts of Southern Luzon, Visayas, and Mindanao on Aug. 31, the state weather bureau said. The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said that as of 3 a.m., two LPAs were inside the PAR: one located 90 kilometers east-northeast of Daet, Camarines Norte, and another 900 km east of Northern Visayas.
