MANILA, Philippines — The Commission on Audit (COA) has ordered an immediate performance audit on flood control projects under the government’s multibillion-peso Flood Risk Management and Resiliency Program (FRMRP), following widespread outrage over worsening flooding despite hefty public infrastructure spending. In a memorandum dated August 23, 2025, COA Chairperson Gamaliel A.
