CEBU CITY, Philippines – A complaint has been filed with the Office of the Ombudsman against Engr. Arturo Apolinar, assistant regional director of the Land Transportation Office (LTO)-7, for grave misconduct, conduct prejudicial to the best interests of the service, and dishonesty.
