MANILA, Philippines – The southwest monsoon or “habagat,” and a low-pressure area (LPA) are forecast to trigger rains in Luzon and Visayas on Monday afternoon, according to the state weather bureau. The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (Pagasa) said that as of 3 p.m., the LPA was spotted some 865 kilometers east of Northern Luzon.
