MANILA, Philippines — Health Secretary Teodoro Herbosa on Tuesday said that the surge capacity of Department of Health (DOH) hospitals is ready to be activated to assist patients if a strong earthquake like the “Big One” strikes the country. Herbosa made this remark during a presentation of the DOH and representatives of some of its hospitals on their emergency response plans in the case of the “Big One” earthquake.
