ICI seeks new lookout bulletin vs 19 individuals in flood control mess

MANILA, Philippines — The Independent Commission for Infrastructure (ICI) requested the Department of Justice (DOJ) to issue a lookout bulletin against 19 more individuals in connection with its ongoing probe into anomalous flood control and other substandard infrastructure projects. In a statement, the ICI said it sent a request to DOJ for issuance of an Immigration Lookout Bulletin Order (ILBO) on Oct. 13, 2025 to prevent the possible flight of those currently under its investigation. Those named in the latest ILBO request were former representative Mary Mitzi Cajayon-Uy, Arturo Atayde, Alvin Tan, Bong Marasigan, Elmer de Leon, Ed Fuentebella, Johnny Santos, John Mary Vianney Parago, Alvin Mariano, Ryan Uy, Darryl Recio, Nestor Venturina, Benjie Tocol, Romeo Magalong Jr., District Engr. Ramon Devanadera, District Engr. Johnny Protesta Jr., District Engr. Aristotle Ramos, District Engr. Michael Rosaria, and Engr. Angelita Garucha. Magalong, Devanadera and Protesta were in the previous list. The ICI sought the issuance of an ILBO against several high-ranking officials and lawmakers, including former Speaker Ferdinand Martin Romualdez and former Senate President Francis Joseph Escudero.
