MANILA, Philippines — The Department of Public Works and Highways (DPWH) is compiling the evidence against the individuals and contractors linked to the 421 "ghost" flood control projects that were verified in an assessment made by government teams. DPWH Secretary Vince Dizon said on Wednesday that the evidence in their possession were more than enough to establish an airtight case against the brains of the non-existent projects. "We will be providing the ICI with both testimonial and documentary evidence. We are now compiling them for submission to the Independent Committee on Infrastructure (ICI)," he said. "We will not just file cases but we will also ensure that the culprits will be put behind bars," added Dizon. Dizon said as per his discussion with ICI adviser, retired PNP chief Rodolfo Azurin Jr., 15 to 20 cases would be filed before the Office of the Ombudsman within the next two weeks. But Dizon did not identify the personalities who would be charged or if the list included lawmakers, saying that he did not want to preempt the ICI.
