MANILA, Philippines — Contractors, suppliers, and consultants found to have grave or repeated violations of government procurement rules face a lifetime ban from bidding under Republic Act No. 12009, or the New Government Procurement Act (NGPA), Budget Secretary Amenah F. Pangandaman said.
