MANILA, Philippines — The Department of Foreign Affairs said it would first verify if Philippine Ambassador to the United Kingdom Teodoro Locsin Jr., is behind the social media post where he supposedly accused Filipinos of abducting former President Rodrigo Duterte and handing him over to the International Criminal Court (ICC).
