MANILA, Philippines -- The Land Transportation Office (LTO) suspended for 90 days the license of a UV Express driver and issued a show cause order after he admitted using illegal drugs prior to a fatal crash along Commonwealth Avenue in Quezon City late Friday afternoon that left one person dead and 14 others injured on Friday afternoon. In its order, the LTO said driver Ruel Flores Dela Cerna must explain why he should not be charged with Reckless Driving, Violation of the Anti-Drunk and Drugged Driving Act, Improper Person to Operate a Motor Vehicle, and Violation of the Clean Air Act. A viral video showed Dela Cerna’s UV Express plowing through 14 vehicles, including several motorcycles, along the busy thoroughfare. The LTO also summoned the vehicle’s operator, George Flores, to explain why he should not be held administratively liable for Employing a Reckless Driver. The Land Transportation Franchising and Regulatory Board (LTFRB) has likewise called Flores and Dela Cerna to a separate inquiry into the incident. Acting Transportation Secretary Giovanni Lopez denounced the driver’s actions, saying the government will not tolerate drug- or alcohol-impaired driving, especially by public utility vehicle operators. “There is no place for abusive and irresponsible drivers on our roads. The safety of commuters and road users is the top responsibility of PUV drivers. We will never allow those who drink or use illegal substances to operate vehicles,” Lopez said.
