MANILA, Philippines — The Philippine National Police (PNP) on Tuesday said police stations and headquarters affected by Typhoon Uwan (international name: Fung-wong) remain functional.   The PNP earlier said 26 police stations and headquarters in Cagayan Valley, Bicol Region, Western and Eastern Visayas were damaged by the typhoon over the weekend.   “Our command centers remained functional.
