MANILA, Philippines — Fifty-nine passenger and cargo flights from the Ninoy Aquino International Airport were delayed early Tuesday morning due to a false fire alarm that briefly disrupted operations at the Air Traffic Management Center of the Civil Aviation Authority of the Philippines (Caap) in Pasay City.
