MANILA, Philippines — Tropical Cyclone Uwan (international name: Fung-Wong) weakened into a tropical storm on Wednesday morning while outside of the Philippine area of responsibility (PAR), the state weather bureau announced. According to the Philippine Atmospheric, Geophysical, and Astronomical Services Administration’s (Pagasa) 10 a.m. bulletin, Uwan is packing maximum sustained winds of 85 kilometers per hour (kph), and gusts of up to 105 kph.
