MANILA, Philippines — Education and regulatory agencies have agreed on new rules that would “take decisive actions” in addressing the rising crisis of “diploma mills,” by forming a single and authoritative source of legitimate academic programs, especially on teacher education, nationwide, and combat fraudulent credentials.
