Russia’s central bank said on Friday that the European Union’s plans to use its assets were illegal and that it reserved the right to take any measures necessary to protect its interests. It added in a separate statement that it is suing the Brussels-based financial institution Euroclear, where much of the frozen assets are held, in a Moscow court, accusing it of actions that have harmed the bank’s ability to access and manage its funds and securities.
