BAGUIO CITY — Congress may again require all state infrastructure projects to undergo pre-audit proceedings to reduce risks and prevent multibillion-peso graft similar to that uncovered last year by the Independent Commission on Infrastructure (ICI) and congressional inquiries, according to Baguio Rep. Mauricio Domogan.
