CEBU CITY, Philippines — A long-standing dispute over road access ended in a fatal shooting on Sunday afternoon, Feb. 8, after a 42-year-old mechanic was shot and killed outside a motor shop in Barangay Dumlog, Talisay City, Cebu. Police identified the victim as Louie Joy Mangabon, 42, a mechanic and driver, who was gunned down along Rizal Street in Purok Jade.
