MANILA, Philippines — Moderate to heavy rains will drench parts of Southern Luzon and Visayas due to a prevailing shear line, while the northeast monsoon, locally known as amihan, will bring cloudy skies and light rains over Luzon on Tuesday, the state weather bureau said.
