MANILA, Philippines — Sen. Panfilo Lacson said he would present to the plenary the draft Blue Ribbon Committee (BRC) report on the flood control fund investigation once he secures 11 signatures — amid the minority bloc's decision to ignore it. A senator's signature does not necessarily mean he or she agrees with the contents of the report. Some sign committee reports but with "reservations or amendments." Lacson, chairman of the Senate Blue Ribbon Committee, on Thursday said he sent the report to the minority bloc. The report recommended legal action against Senators Francis Escudero, Jinggoy Estrada, and Joel Villanueva for allegedly receiving "commissions" from flood control budget. Incidentally, they all belong to the minority bloc. "Once we secure at least 11 signatures, it will be submitted to the Bills and Index for proper disposition," the Senate president pro tempore said in a text message. Once it is transferred to the calendar for ordinary business, Lacson said he would report it out in the plenary and sponsor it on the floor "for debates, amendments." Sen. Robinhood Padilla, in a chance interview, said the minority bloc would not sign the 400-page BRC draft report because their group has its own report. The senator said he would abide by the instructions of Senate Minority Leader Alan Peter Cayetano not to support the report. "Of course, we, in the minority should be solid," Padilla said in Filipino.
