CEBU CITY, Philippines — Households, businesses, and local governments across Cebu are set to switch off non-essential lights for an hour on Saturday, March 28, in observance of Earth Hour, as the country grapples with rising fuel costs and a declared energy emergency. The Philippines earlier became the first nation to formally declare a “national energy emergency,” driven by soaring global oil prices and tightening supply.
