CEBU CITY, Philippines — As thousands of families graduate from the Pantawid Pamilyang Pilipino Program (4Ps), many are classified under Level 3, or “self-sufficient” status, which reflects years of intervention, monitoring, and gradual improvement in a family’s overall well-being. According to the Department of Social Welfare and Development (DSWD), beneficiaries do not  typically reach this level immediately.
