Footage at 1:15 into proceedings shows him grabbing her for the smooch - with quite a noticeable height difference on show, even allowing for the step up - before he turned around grinning. Rubio then turned back, appeared confused - before pointing to Braze down the line and gesturing with his hands, implying 'where did you go?!' Rubio was reportedly expecting a much more frosty welcome at the meeting, after repeated rows between the US administration and NATO allies over Iran. Donald Trump claimed some of the countries 'weren't there for us' while Rubio earlier said his boss was 'disappointed' - but added that the topic was for another meeting between the leaders, rather than foreign ministers."
