MANILA, Philippines — The Office of the Ombudsman dismissed the complaints filed against Executive Secretary and former Finance chief Ralph Recto and former PhilHealth president Emmanuel Ledesma Jr. over the transfer of P60 billion from the Philippine Health Insurance Corporation (PhilHealth) to the treasury. In a consolidated resolution, the Ombudsman dismissed the complaints "for lack of prima facie evidence with reasonable certainty of conviction against" the two. In the dismissed complaints, Recto and Ledesma were accused of plunder, graft, and technical malversation. The funds have since been returned to PhilHealth. The Supreme Court last December ordered the return of the P60 billion, declaring void Department of Finance (DoF) Circular 003-2024 and Special Provision 1(d), Chapter XLIII under the 2024 GAA. The 2026 GAA included the amount ordered returned.
