"European Commission President Ursula von der Leyen outlined the proposed 21st package of sanctions on Russia - and confirmed that accession talks would also open with both Moldova and Ukraine - speaking in Brussels on Tuesday. "Today we are putting forward the 21st sanctions package. We focus on the sectors with the highest impact, that is energy. It is financial services and crypto, trade, and this time it includes for the very first time fisheries, and we are banning the entry of former Russian combatants into the European Union," she said. According to media reports 90 banks are covered by the sanctions - with the total now over 100, over half of the country's international lenders. Von der Leyen also blamed Russia for the drone incident in Romania two weeks ago - and for the drone boat blast at Romania's Constanta port. Bucharest itself insisted the country was 'not under attack' from Moscow, saying that the first incident was most likely Ukrainian air defences shooting a UAV off course - while the second blast last week was confirmed to be a Ukrainian naval drone boat."
