Mohammed bin Rashid establishes Dubai Longevity Authority to lead future of healthcare

Dubai: His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, has issued Law No. (17) of 2026 establishing the Dubai Longevity Authority (DLA). The new entity aims to position Dubai as a global hub for longevity, wellness and advanced healthcare, while supporting investment and growth across the sector. According to Decree No. (14) of 2026, His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence, will serve as President of the Authority. His Excellency Helal Saeed Almarri, Director General of the Dubai Department of Economy and Tourism (DET), has been appointed Chairman under Decree No. (15) of 2026. Vision for future healthcare Sheikh Mohammed bin Rashid said: “The true wealth of nations lies in their people, and our greatest investment has always been in their health, quality of life, and ability to contribute, create and innovate.” He added that Dubai aims to lead the future of healthcare by harnessing life sciences, biotechnology and medical innovation to develop solutions that enhance quality of life and advance human health. “Our ambition is for Dubai to become the world’s leading hub for longevity, wellness and advanced healthcare, setting new global benchmarks in health and quality of life,” he said. Regulatory framework and oversight The Dubai Longevity Authority will establish a science-driven, risk-proportionate regulatory framework for longevity-related therapies and innovations. It will oversee licensing and supervision across the full value chain, including research and development, clinical trials, manufacturing, delivery and patient care. The Authority will work in coordination with key entities, including the Dubai Health Authority, Dubai Health, Dubai Municipality and Dubai Future Foundation, ensuring alignment with international standards. Supporting strategic agendas The establishment of the DLA supports the Dubai Economic Agenda (D33) and the Dubai Social Agenda 33, which aim to strengthen quality of life and position the emirate as a leading global destination for innovation and healthcare. Helal Saeed Almarri said the initiative will provide regulatory clarity across the sector, supporting growth from research and development through to patient care. He added that the Authority will help create a sovereign market for advanced therapeutic products and services, attracting investment, specialised talent and technology transfer. Driving innovation and growth The DLA will focus on creating an environment that supports advanced therapies, preventive healthcare, clinical innovation and ethical practices. Its mandate includes enabling safe experimentation, attracting high-potential companies, and fostering global collaboration. The Authority also aims to drive progress through partnerships, investment initiatives and international events, reinforcing Dubai’s position as a leader in the future of healthcare.
