CEBU CITY, Philippines — More than 900 job order (JO) workers at Cebu City Hall have gone without salaries for months, as delays in the submission and approval of their appointments stalled the release of their pay. At least 956 JO personnel have not received wages from January to March 2026, with some back pay dating as far back as October 2025, according to Councilor Harold Kendrick Go.
