HAVANA — A Russian oil tanker under US sanctions is due to arrive in Cuba by Tuesday despite a de facto American fuel blockade of the energy-starved island, according to shipping data. The Anatoly Kolodkin, which is carrying 730,000 barrels of crude, was off the eastern tip of Cuba on Sunday, according to shipping tracker MarineTraffic.
