Were portraits of victims of the 2016 Brussels terror attacks vandalised?

Several portraits of the victims of the attacks of 22 March 2016 in the European Quarter in Brussels have been damaged. According to the victims’ organisation Life4Brussels, they may have been deliberately vandalised: a slap in the face for the victims. An investigation will determine whether this was indeed an act of vandalism or damage caused by the wind.
