MANILA, Philippines – Health Secretary Teodoro Herbosa is facing fresh criminal and administrative complaints before the Office of the Ombudsman, this time over the alleged P1.5 billion worth of expired medicines and vaccines classified as “dead stock.” The 33-page complaint, filed Tuesday by a group identifying themselves as “concerned Department of Health personnel,” accused Herbosa and 16 other DOH officials of graft and of serious dishonesty, grave misconduct, and conduct prejudicial to public service.
