MANILA, Philippines - A graft complaint was filed on Tuesday at the Office of the Ombudsman against Department of Health (DoH) Secretary Teodoro Herbosa and 16 other people. The 16 were Health Undersecretary Randy Escolango, Health Undersecretary Gloria Balboa, David Masiado Jr., Anna Marie Celina Garfin, Adriano Suba-an, Cherylle Gavino, Maria Joyce Ducusin, Hardy Dumawing, Carmela Granada, Jan Derek Junio, Carmina Paz Vera, Jessa Joy Malipot, Mark Anthony Dizon, Liezl Fernandez, Mary Grace Bautista, and Jennifer Rabino. The complaint, anonymously filed, accused them of violation of Section 3(e) of the Anti-Graft and Corrupt Practices Act "by causing direct injury to the government through evident bad faith and gross negligence." As of early 2026, the complaint said, the DoH "incurred an actual, irreparable loss of" P68 million "due to commodities expiring while stagnant in the National Warehouse." According to the complaint, medications worth P68 million which were under family planning and mental health programs had expiration dates ranging from Dec. 2025 to Feb./Mar. 2026. "Moreover, the National Immunization Program reports an undelivered balance of Php 1,319,099,880.00, representing a staggering failure to utilize said life-saving vaccines", it read. The complaint said that on Jan. 22, 2026, the National Inventory Report "confirmed that" P1,319,099,880 "in vaccines remained undelivered".
