MANILA, Philippines — Senator Raffy Tulfo on Saturday stressed the importance of a swift, proper response during emergencies following the collapse of a portion of the ceiling at the Ninoy Aquino International Airport (NAIA) Terminal 1, which injured seven people on Good Friday.
