​RESEARCH shows that chronic illnesses, such as cancer and cardiovascular diseases, make up the majority of hospital spending. ​In a recent study, the Philippine Institute for Development Studies analyzed 5.8 million inpatient claims from 2023 submitted to the Philippine Health Insurance Corp. (PhilHealth). The analysis revealed that approximately 250,000 high-cost patients generated about P14 billion in reimbursements — or about one-fifth of PhilHealth’s inpatient payouts. ​The authors noted that a relatively small group of patients, often those with complex or chronic conditions, accounts for a disproportionate share of health care spending. ​”A small subset of patients, often those with complex or chronic conditions, consumes a disproportionate share of resources, potentially crowding out coverage for the broader population’s needs if not managed effectively,” the authors said. ​Beyond highlighting the concentration of health care costs, the study sheds light on the efficiency of the country’s health financing system. ​”The analysis provides evidence on how hospital resources are used and how payment systems can be improved to better respond to patient needs,” the authors noted. ​The study found that the majority of high-cost cases involve the elderly. Researchers noted that as the population ages and the prevalence of noncommunicable diseases rises, the need for preventive health care, early intervention and targeted reforms will be critical to ensuring the Philippine health care system can meet the needs of all citizens. ​The study further emphasized the need for targeted payment reforms to improve cost control and reduce catastrophic health spending for Filipinos. ​Researchers proposed reforms to better align payment systems with patient needs and ensure health care resources are used effectively. This includes addressing the disproportionate allocation of resources to high-cost users while maintaining equitable access for the broader population.
