BOCAUE, Bulacan — Motorists returning to Metro Manila from Northern and Central Luzon after the Holy Week break experienced lighter than expected and largely congestion-free travel along the North Luzon Expressway (NLEx), a stark contrast to the usual heavy traffic during the annual exodus.
