Baku-Tbilisi partnership that Europe depends on but rarely notices

As the President Ilham Aliyev makes an official visit to Georgia, it can be said that the highest level of diplomacy – the figures behind the Baku-Tbilisi axis- are much more indicative of a relationship much deeper than friendship.
