MANILA, Philippines — The camp of former Senator Ramon “Bong” Revilla Jr. on Tuesday said no documents link him to the alleged ghost flood control project in Pandi, Bulacan, which a National Bureau of Investigation (NBI) agent said was declared nearly complete in just 21 days. The issue emerged when Kenneth Edward Fernando, officer-in-charge of the Department of Public Works and Highways (DPWH) at the Bulacan 1st District Engineering Office, took the witness stand during the bail hearing of Revilla and his six co-accused in their malversation case before the Sandiganbayan Third Division.
