LAPU-LAPU CITY, Cebu — Defense lawyers argued that the alleged ₱96.5-million flood control system in Davao Occidental could not be considered a “ghost project” since a structure had been built. They made that argument as prosecutors alleged the concrete revetment project in Barangay Culaman, Jose Abad Santos, had been left incomplete despite full payment to the contractor. The defense said that the structure had been completed in 2022 and that subsequent damage from weather disturbances required repairs.
