MANILA, Philippines — The new petition that once again sought to stop the House justice committee from proceeding with its impeachment inquiry against Vice President Sara Duterte was meant to clarify if the process was compliant with the 1987 Constitution and not to avoid the process itself, her defense team said on Wednesday.
