MANILA, Philippines—The Philippine National Police (PNP) on Thursday launched a comprehensive probe to determine whether illegal fuel operations uncovered in Laguna and Navotas City are connected, and part of a “larger syndicate.’’ This investigation followed the discovery of a recent oil pilferage or “paihi,” operation inside a Laguna resort, which resulted in the arrest of six individuals. The “paihi” scheme refers to an illegal method of fuel theft where a portion of fuel from tankers or trucks is discreetly drained and transferred into smaller containers or storage units.
