MANILA, Philippines – The Philippine National Police (PNP) on Thursday said minor violations often lead to more serious crimes, underscoring the importance of discipline in building safer communities. In just two days under the “Safer Cities” initiative, police apprehended nearly 25,000 residents in Metro Manila for low-level violations. “These minor violations are often the breeding ground for bigger crimes, so we are nipping them in the bud,” PNP chief Gen.
