MANILA, Philippines — Savings totaling up to P25.6 billion from non-essential government programs could be rechanneled to fund key responses to the fuel crisis, according to the Department of Budget and Management (DBM). Budget Secretary Rolando Toledo recommended that government agencies cut “non-essential” spending by at least 20%.
