CEBU CITY, Philippines — Thirteen of the fifteen Children in Conflict with the Law (CICLs) who escaped from the Operation Second Chance Facility in Cebu City have been rescued and returned to the facility. The CICLs escaped from the facility on Saturday evening, April 11, 2026. According to Cebu City Councilor Dave Tumulak, after the CICLs had their dinner on Saturday, social workers implemented a greyhound operation at the facility.
