CEBU CITY, Philippines — Mayor Nestor Archival has ordered a full review and upgrade of the Operation Second Chance facility following a recent escape involving 15 minors. The directive focuses on tightening security, improving living conditions, and addressing gaps that may have contributed to repeated escape incidents at the rehabilitation center in Barangay Kalunasan.
