Report into Southport attack expected to be highly critical of police, social services, mental health teams and killer's parents when it is published later today

At least six public bodies are expected to come in for heavy criticism in the report, due to be delivered by Sir Adrian Fulford, chairman of the inquiry, at 12pm.
