BACOLOD CITY — Negros Occidental Gov. Eugenio Jose Lacson officially opened the 30th Panaad sa Negros Festival at the Panaad Park and Stadium on Monday, describing the milestone as a testament to the shared history, unity, and resilience of Negrenses.
